Some revolutionary flags seems so wierd, because you recognize them but they've been turned around because of simplicity. Shouldn't nations which have horizontal flags IRL have them in-game too?

I agree but I feel like it would be more frustrating to impliment than the depth or immersion that you would receive from this.
It might be able to be covered with a simple flag in the country files:
'horizontal_revolution_flag = yes'
'horizontal_revolution_flag = yes'
