I read the occasional post (very rare) and it seems that there are Black Holes involved. But how? I sent an Science Ship to a Black Hole, but didn't get an mission or anything.

There is a page in the Wiki devoted to DLCs, but it's not there. And searching the Wiki for "Horizons" brings up something concerning Star Trek of all things.

It's nice to get free content, but some context would be appreciated.

There is a 0.5% chance of the event that starts the DLC quest chain firing every time a ship of yours enters a system with a black hole.

(Part of your problem finding information might be that the DLC is called The Horizon Signal, not "Horizons"...)

It's a one-in-two-hundred chance. Don't think it scales, it just happens or does not, but it checks every time a science vessel with a scientist inside enters a black hole system.

So, if one were to find two black hole systems that bordered each other, then acquire five scientists and bounce them from one to the other with a group order, one would acquire it with some level of regularity and speed. Using the arrows on the edge of the system map to jump from one system to the other speeds up the giving of orders tremendously.

And it's best done when you have some means of handling significant amounts of unhappiness in your founder species. At one point in it, if you take the bonuses offered, the cost is an ethics change to every member of your founder species, but not to your empire itself. Under current mechanics, it could take decades to swap everyone back.

It is .5% every time a Fleet with a Scientist Leader* enters a Blackhole System. And yes, you can totally just jump in and out of a Blackhole System or even between Blackhole Systems to trigger it.

*Right now that means "only Science ship with a Scientist assigned". May change sometime later.

I'll be honest, I haven't turned down the changes. In addition to the ethics changes, it adds the Intelligent trait to your species. But the text clearly indicates that you can have the scientists working on the change executed, their research destroyed. You can also limit the change to your capital, if you want.
