Indeed it had, and lots of them, but by the time the game starts most of them were vanished thanks for years of internal power during the time of Great trobles (Великая замятня in Russian) and especially thanks to Timur, who just burnt everything down. So many cities didn't even saw Russian conquest and even those that saw were mainly resettled nearby. For example the original Astrakhan were on the another bank of the Volga river.The Golden Horde had cities

Kazakhs are here even now. The best example of modernizing Steppe nation would be Oirat, who even had artillery of their own making, foundries were built by Swedish prisoner of Northern war living in Siberia, who got captured yet again by Oirats. Oirats also exported paper to China, let it sink in you.Russia conquered the steppes the same way the USA did with the native Americans. However, calling all the steppe nations "hordes" is nonsense, though some did behave that way. Some, like the Timurids, had big cities and large sedentary populations. Others, like Kazakh, were still around in 1821. Their armies by this time used guns. Steppe nations should be able to use guns and upgrade their units, and have cheaper cavalry, but their sparse populations and decentralisation should put them at a disadvantage in the end.

I was thinking more of modern north Kazakhstan actually. Just one fact - even in Middle Volga region nomad Kalmyk Khanate existed up until 1771. No trace of it in the game though.Depends on which area you mean. Northern Asia could also mean Siberia, which the Russians did sort of have nominal control over within the game's timeline.

Well, Kalmyks were special, they had symbiotic relationship with empire, acting as a shield against Nogai in return for right of passage through Russian lands.
