I would suggest that you change the ruler First Citizen Henrik Fåhraeus. And that is coming from a Dane, so that was not easy thing for me say :)
Ethos: I would suggest a change to Xenophile, Pacifist, Materialist. Materialist because strong? secular tradition, and focus on efficiency. That can clash on more spiritual people traditions, hence also the weakening of Xenophile.

I really like your mod idea and I am happy to see a westerner for once not putting Iranians in the same faction as an Arabic Caliphate. It shows that you have studied the region and its history and thats a +1 from me.

Regarding the name of the homeworld of Khorasan.

Why use Shahrazad as the name of the homeworld? My guess is that you are a fan of 1000 and 1 nights and thats cool but I was thinking about different names for the homeworld and I came up with two.

The first one "Vatan" which means home. The persian word "Vatanam" means "homeland/fatherland".

Another name I was thinking of was "Aryamehr" which means "light of the Aryans". This used be an ancient title used by the Sassanid emperors.

Anyway, I like the idea of the mod and I will most def play it when you release it.

Bedrosian - popular Bulgarian/Russian singer. Why not use the names of Byzantine, Greek or Russian rulers? And the Empress is very unusual variant of the conservative patriarchal society.

First, the singer you are referencing in Bedrosovich, not Bedrosyan, it is a patronym, not a family name. Second, both Russian empire and Byzantine Empire had their fair share of empresses, so I don't see any problem there. Moreover, Byzantine empire had a lot of Armenian emperors, and Russia had a Georgian secretary general, so the empress having an Armenian family name is not a problem either. Third, on the topic of xenophobe, consider the following: Pravoslav Imperium seems to be the holy grail of Third Rome doctrine and panslavism: all the Orthodox people under a single crown. It logically comes with some disdain of those who are not Orthodox, and, when coupled with traditional Russian siege mentality (the rest of the world is out to get us, it's us vs them) gives you what can be described as a case of xenophobia, only somewhat mitigated by a rather stretched definition of "us".

I do find materialistic somewhat odd here, though. I guess it's just the author wanted to have a bit of Soviet Union in this Russian Empire's wet dream.

First - map. North Kazakhstan is settled by russians(and it will looks better). And... Tzargrad! Third - serbs from Bosnia. Russia and Serbia - brothers forever. But it also cool!

About ethics... As I understand, it will be semi traditionalistic(as Russian Empire), semi technocratic state(as USSR)? It's intresting) Militarist - right. Xenopfobic? May be. Imperium cannot be another, but russian civilisation isn't xenophobic. Spiritualist+materislist will be great, but it cannot be done...

Leader looks strange, particularly she's surname. I think he\she need more pathos name. 'Bedrosian' is not looks cool, really. More funny for ours(we hame comic - Petrosyan, and similar singers). Something russian\greek will be great.

I kind of like Bedrosian. IMO serves as a good as a counterweight to all the pathos associated with this empire. I mean I don't think it needs more pathos apart from all the third Rome stuff.

But if you want something more badass and still Armenian, Bagratuni could be an excellent opportunity. This dynasty is super ancient, it still exists today and it's Georgian branch is associated with a famed general of 1812 war, there is a even some toponymy in Moscow connected to Bagration.

Depends on what you want to write. Bagratuni is the original Armenian dyansty, which, may or may not be extinct by 1080. I mean, wikipedia seys it is extinct, but then agian we have this guy https://en.wikipedia.org/wiki/Jaques_Bagratuni , and I am no historian to find truth in this mess. Bagrationi is their junior Georgian branch. Bagration is a Russified form of Bagrationi, with several notable historical figures preferring this form. Take your pick.

Oh, I look at this and thought that it is about ship names, not fleet names... I wrote it yet, may it will be useful for something(ships classes, planets?).
In Russia and another orthodox countries we use names of Saint, our military\state leaders or places for our ships. Ancient Greece looks cool but not so authentically. May be their gods, as 'Nika', 'Athena' and anothers.

Also, while you can correct Svyaschennaya Pravoslavnaya Imperiya Sudno to be grammatically correct in Russian, the harder problem is that military ship is "Korabl" while civilian ship is "Sudno". Since it is impossible to have two different abbreviations for different types of ships, maybe you could pick a Greek abbreviation?

Ok, if you want save transliteration(I am on your place name it Holy Orthodox Empire or Orthodox Imperium, it is not only russian state), but your name is correct... but loks tooooo long and hard(espeсially for not russian speakers). Right, but this rule is not mandatory. Both can be used in any case(especially we talk "Космический корабль", not "Космическое судно"(space ship)).

Variant may be HES(His\Her Emporer\Empress ship) or OIS(Orthodox Imperium ship). I don't know, why you use translit. Word korabl have greek roots, but I don-t know good abbreviation... Ending on 'S' looks better then 'K' OAK - 'orthodox autokratoria korabl'

To make it proper Russian, this should be "Svyaschennoi Pravoslavnoy Imperii Sudno" ("Svyaschennoi Pravoslavnoy Imperii Korabl") which is Holy Orthodox Empire's Ship. Which has some nice late-Imperial ring to it.

In fact, I would love it to be Ego Imperatorskogo Velichestva Korabl (His Imperial Majesty's Ship) but that would be inappropriate for any female emperor and the Empire starts with one and is surely going to have more later.

Indeed. This is why I'd say Korabl is a better word. And indeed, it is not a Russian only Empire, which is why Greek or Latin would be IMO great. But not English, English-speaking world is outside of the Empire and there is no reason to use their language since 2200 world in this timeline seems to be not nearly as centered around the US.

Yes, it is gramatic cases. I didn't said about it, because I think you don't need to make true russian language in mod) It's hard with the endings of words. "Ship" of "State" - "Корабль страны" But game haven't different forms - strana\strany\strane and anothers. Game uses only abbreviations, right?

I haven't read the rest of the thread so I don't know if it has been pointed out already, but I noticed a few small mistakes in the OP:
The USA has the same ruler as the Meridian Empire, the later has a president being an Enlightened Monarchy.
It should also be "Marinha Confederada Latina", due to word gendering. Same thing with "Navio do Reino Meridional".

Overall, interesting idea, yes.
