Howdy everyone! It's Firehound15 here, introducing my newest project, which, in case you can't already tell, is a forum game set in the United States at the peak of the Cold War. There will be political intrigue, aggressive accusations, reform, and the civil rights movement, all set against the background of one the most tense parts of American history- the Second Red Scare.

RULES:
1. Be civil OOCly- the last thing we need is a big scuffle between players.
2. Due to restrictions on language, please refrain from using words which are directly offensive to certain groups. If you are unsure, just ask me either in a PM or on IRC.
3. Follow all the rules of the Paradox Forums.
4. No historical characters or war-hero generals. This is mostly so that we don't have Eisenhower or MacArthur winning every election automatically.
5. The golden rule of every forum game that I run: Be realistic. I don't mind silly characters, but I would prefer for players to stick with the historic setting and pursue at least some degree of realism.

Most OOC chatter is going to take place over IRC, so you will be doing yourself a favor by following these steps- don't worry, the IRC community won't bite... (Probably.)

Characters should be posted using the include the following points as a guideline, although you should feel free to add any additional information that you think is worthy of sharing with other players:

  • Date of Birth
  • State
  • Biography

We will have 48 hours for players to make their starting characters (although they may create such characters at any point afterward, as well,) then enter into another 48 hour period, this one devoted to party primaries. This will be explained further in the following "Mechanics" post, but this should be established, as it is a bit of a non-standard turn, as we are beginning immediately at the beginning of a major election year.

-MECHANICS-
The average turn (6 months to 1 year) will be composed of the following cycle:

1. Submit/Debate Legislation (2 days)
2. Debate/Vote on Legislation (2 days)
3. Presidential/State Orders Due (1 day)


When voting, a congressman or senator should vote in this manner:

A brief description of each section of government follows:

President:
Elected every 4 years to a maximum of 2 terms, the President of the United States is the chief executive of the nation. His duties are as follows:
-Appointing Judges and Supreme Court Justices
-Appointing Ambassadors
-Appointing Secretaries of the various departments of government
-Acting as Commander-in-Chief of the nation's forces
-Proposing guidelines for the budget

House of Representatives:
The larger of the two houses of Congress. Must submit and pass a new budget every year. The President of the United States or his government will usually submit guidelines for the budget, however, the President requires the House to write and pass a budget which they can agree upon. (Otherwise, 1/6 of all legislation will be thrown out and public approval will drop.) The House also has the duty of voting on any legislation passed by the Senate. Overriding vetoes and the impeachment process will operate as they do in reality. Elections are held every 2 years. The House may only vote on a maximum of 8 bills + 2 budgets. The order of precedence is based on who submits them first.

Senate:
The smaller of the two houses of Congress. Senate elections are staggered 6 year terms, but are otherwise conducted in a similar manner to elections to the House. The Senate operates under many of the same rules as the House, but with notable differences:
-The Senate may only debate 4 bills per cycle, with precedence given to bills submitted by longer serving senators.
-The Senate has the exclusive power to ratify treaties made by the United States
Senators also have a unique ability to FILIBUSTER any bill which goes before the Senate or passes the House. When a senator attempts to filibuster any bill, a vote is immediately called among the senate, requiring a 2/3 majority to invoke cloture on the filibustering senator. If the vote for cloture passes, the filibuster fails. If the vote fails, there is a chance the filibuster succeeds and the bill is not passed.

Governorships:
One of the less realistic roles in this game, a governor may declare any legislation in his state (within reason.) The composition of State Legislature will usually be very similar to that state's congressional delegation. A legislature filled by your party/in line with you policies will always vote in your favor. Note that all legislation passed must be logical for that state, and very occasionally, legislation will be struck down by judicial review.

Congressional elections will go like this:

1. Announce your intention to run for a certain position in a particular state (Congressman from Florida's 2nd Congressional District, for instance.) Running for your party for such seats is a first-come-first-serve deal, so if you insist on running for the same seat as another player, you will need to go independent*

*When challenging a standing congressman or senator, there is a chance of unseating him in such an election, especially if public opinion of the government is low.

2. Players will vote in this manner:

4. The usual pattern of a cycle will begin.


Presidential Election Years are a little more intensive:

1. In the cycle immediately prior to the Presidential election, one must announce their intent to run for a specific party or independently.

2. The Presidential Election cycle will immediately begin with a primary vote for both parties:

3. At the conclusion of the party primaries, presidential voting will begin, using the same template as used for the Primary vote.

4. Results announced, return to regular cycle (with proposal period twice as long to account for appointments.)


TWO NOTES:
1. It might not always be best to vote if you are an unpopular politician or part of a government with very low popular opinion, as it may very well backfire.
2. The ability to unseat a sitting politician in senatorial and congressional races works something like this:
-Bonus to the chance of unseating a sitting politician if public approval of the government/their party is low.
-If the politician has been unsuccessful/backed several votes considered unpopular by his voters, he will have a higher chance of being unseated.

KEEP IN MIND: There is always a chance that a sitting politician may fail to be unseated, no matter how unpopular he is.

Political Parties will work as follows:

Both the Republican and Democratic parties will exist at game start, and the majority of public support will be for both parties. That does not discount players from forming other parties or running independent, but keep in mind that this will be an uphill struggle for success, dependent mostly upon the big parties having low popular support. To begin with, I will be calling the primaries, however, future primaries for the big two parties may be a responsibility given to a member of each respective party. I will consider this at a future point.

Popular Support:

Popular support is a partially hidden mechanic which will detail how much the population of the United States backs bills and parts of government. There are four visible examples of popular support, which will be released at the end of every update:
1. Presidential
2. Congressional
3. Republican
4. Democratic

In addition to these, there will also be a hidden public support for bills, which may be released/implied at various points. This is not a given, however, so keep that in mind.

Danny Wade Shaw

Biography:

Born and raised in Davidson County in the Piedmont region of North Carolina, Shaw had a fairly normal childhood, wherein he proved himself diligent in school and a natural leader, himself a devoted member of the Boy Scouts of America. At eighteen, Shaw attended the University of North Carolina at Chapel Hill, graduating in 1941, a monumental year for the United States as it entered the Second World War.

Enlisting in the Army, Shaw participated in the Allied liberation of France, where he earned the battlefield commission of first lieutenant, and the subsequent invasion of Germany. There, Shaw met his future wife, a native of Bavaria named Hedwig von Hohlenberg, who would travel back with him after his honorable discharge in 1946.

Returning home, Shaw found employment with the Federal Bureau of Investigation as a Special Agent. Staying in this field for the next five years, Shaw found greater interest in the world of politics, and so he resigned and set about entering the public eye. Quickly ascending to leadership within the Young Democratic Clubs of North Carolina, Shaw succeeded in earning the exposure he sought.

With a reputation of being a fanatical speaker and a strong crusader against the perceived evils of Communism, crime, and the breaking of the Southern status quo, Shaw is most definitely expected to find himself a position in 1952, though whether he strikes for the position of Governor, a place in Congress, or perhaps somewhere even higher, is unknown.

Nathaniel Stone

Date of Birth: September 27, 1896

Bio: Nathaniel Stone is a man who has first-hand experience fighting with the communist threat. He served in World War I, in the trenches of France fighting the Germans. After the war though, Stone was sent to help the White government in Russia fight off the Bolshevik menace in the Russian Civil War. Stone knows first-hand the power of the communist soldier, and he knows that the Russians are no easy enemy. He believes though in the event of a war, what he experienced in Russia would come to the United States, or that more American troops would endure what he endured. He argues for diplomacy rather then military might against the Soviet bloc, but he believes in preserving democracy across the globe and containing communism

Braxton Burpo

Bio: Braxton is a scion of the legendary Burpo dynasty, one of the largest landholding families in Georgia. He is a staunch anti-communist and supporter of segregation and a somewhat reluctant supporter of FDR's New Deal initiatives. For the most part Burpo believes in balanced budgets and limited government, though he is willing to make compromises that benefit Georgia or help party leadership. He supports an active US role around the globe, such as US involvement in the Korean War, but is reluctant to spend too much taxpayer money on new responsibilities and believes the war should wind down soon.

Braxton started his political career as the sheriff of Henry County, the position held by his father. He now serves as a state senator but has higher ambitions.

Biography: Born to Canadian parents who moved to the US just before he was born, Benjamin is a Democrat who supports the ideals of FDR's New Deal. Too young to have served in WWI and too old to have served in WWII, Blake has no experience with the military. After obtaining a Masters in Political Science at Harvard, Blake was hired by the United States Department of State where he served as a diplomatic aide and an American representative stationed in Ottawa, Canada, responsible for helping manage diplomatic relations between the two nations. He's a proponent of government involvement in the economy, but doesn't advocate this too strongly to avoid being accused of being a communist, and he favours social programs. Blake advocates using diplomacy with the Soviet Union and communists, but is willing to accept that a strong hand is needed if communists make an aggressive move.

Biography: It is unsurprising, to any learned man, that the Rockefeller family needs little introduction. A kindred that expanded wealth to a frontier never before conceived, the clout of the Rockefeller family spanned from politics to finance, and dominated that most revered scene of New York's blue-bloods. The elder patriarch, John D. Rockefeller, monopolized the emerging petroleum exchange through his massive conglomerate, Standard Oil - an enterprise which made him history's wealthiest individual. He soon became a lionized titan of industry that manipulated every enterprise to enrich the family, a feat that was soundly achieved when his amassed wealth constituted nearly 1% of the entire U.S economy. In 1874, John was granted a son; John D. Rockefeller Jr, who would become his unquestioned successor. Junior managed Rockefeller's post-Standard companies, such as the administration of a commanding share in Chase Bank, the world's largest financial institution.

In 1911, Junior's wife, Abby, gave birth to Arthur Rockefeller, their fourth son in five years. Arthur's childhood was consumed by the inelastic boundaries of New York's social jungle, dominated by corrupted Tammany Hall Democrats and affluent financiers. In this fierce wilderness, etiquette and intelligence reigned supreme - and such was imperative, as these figures were the effective masterminds of the American economy. Throughout the 1910s and 1920s, as Arthur's female relatives were hurried off to England to marry impoverished aristocrats, Arthur and his brethren were dispersed for education. Arthur attended Princeton University, along with his brother, Laurance, and studied economics, before he attended Harvard Law School. Arthur's quick intellect helped him to succeed in the legal department, but he was hindered by his own ignorance of the common lifestyle, never flustered with privilege. This became especially damning throughout the Great Depression, when Arthur tried to campaign for Alf Landon in 1936 and Wendell Wilkie in 1940 - with moderate opposition to the more progressive components in the New Deal. Arthur attempted to secure a victory in the state senate in 1940, but his vocal opposition to FDR made him unpopular in the city, especially as Republican mayor Fiorello H. La Guardia rode to another victory on a pro-New Deal, anti-Tammany Hall ticket.

In 1944, after a profitable business deal, Arthur campaigned for the internationalist, moderate, and pragmatic Thomas Dewey - who began to heal the wounds from the previous three electoral disasters. Throughout the campaign's duration, the young Rockefeller became a national figure as a "Rockefeller Archetype," with devotion to progressivism and fiscal conservatism leading his public image. He was finally elected, in 1948, to serve in the New York Senate - although his dear companion, T. Dewey, was embarrassingly defeated by Truman. With elections fast approaching, Arthur gleams to the future, with eager ambition, to claim the mantel of the moderate Republicans as the party confronts distasteful internal conflicts, in the face of Liberal domination.

Bio: Charles Paul Granger is the third (and youngest) son of a Mr. Philip Granger, a wealthy shipping magnate from Boston. Charles' two older brothers both went into business to follow into their father's footsteps, but Charles found himself better suited to a career as a lawyer; he graduated from Harvard Law School in 1940. However, Charles put his career on hold when the United States joined the Second World War on 8 December, 1941. He enlisted in the United States Army, and served valiantly in such battles as Operation Husky (1943), Operation Dragoon (1944), the Battle of the Bulge (1944), and Operation Undertone (1945). After being honourably discharged at the end of the war (having obtained the rank of Sergeant and been awarded the Bronze Star and the Purple Heart), Charles resumed his career as a lawyer, though he found himself drawn into politics in 1948 when he was elected to the Massachusetts House of Representatives as a Republican. Charles is expected to be nominated by the Republican Party for the upcoming gubernatorial election in Massachusetts. A moderate Republican who supports the political views of New York Governor Thomas Dewey, Charles Granger is a strong candidate in the Northeast, and, should he become Governor of Massachusetts, his political career may truly take off.

Leonard P. Jefferson was born in the small town of Bastrop in Central Texas into a middle-class American family. Jefferson was born an only child, and when the Great Depression hit was asked by his father to help in the family business. Through his determination and will, we was able to get into college at the University of Texas with decent grades where he majored in business. "Lenny", as he was known by friends, helped manage an armaments factory during World War II. Jefferson however found an interest in politics at an early age, and was inspired while listening to Texan politicians such as John Nance Garner on the radio. After leaving the factory he joined the Texas Democratic Party and become personal friends with John Connally, whom he went to college with. Jefferson briefly worked as an adviser on the campaign for Governor Coke R. Stevenson, and soon hoped he could soon throw his hat into the ring for the Governorship. Leonard Jefferson holds views from the largely from the center-right, with mild support for the New Deal out of his hatred of Herbert Hoover. Jefferson also views segregation as "a state's issue for the people to decide on" and supports a referendum if necessary.

Claude Henry Elam, DSS

Biography:

Born and raised in Shreveport within Caddo Paris, Louisiana, young Elam would not have imagined being in politics by his mid-40s. Born to a moderately wealthy family of oilmen who worked diligently for Standard Oil, his father, Henry John Elam, wanted better things for his son then working oil, and paid for his son to be educated extensively. This allowed Claude to chase his scholarly dreams as he wished, attaining a Bachelors Degree in Political Studies from Lafayette University in 1928 with a Minor in Sociology. Taken with the subject of sociology during his studies, he attained a copy of
Le Cadeau in 1926. Written by Maurice Mauss and completely in French, Elam was forced to become proficient in the language in order to read the book. However once he did, he became an avid believer in what became soon known as "Social Geography". Devouring what he could, he was managed to get his hands on Carl Sauer's historic article "Recent Developments in Cultural Geography", converting him to what would later be known as the Berkeley School of Thought.

While this was happening, Elam achieved his Master's in Public Policy at the College of William & Mary (as it was not offered in Louisiana and Elam had some distant relatives that lived in Williamsburg) in 1931. Moving back to Louisiana after attaining his Master's Degree, he wrote his dissertation in 1934 on the effect of population movement in changing cultural landscapes and achieved his Doctorate in Social Science. The pinnacle of American Academia, Elam ended up returning to Shreveport in 1935 after an additional year of research. Working for the Standard Oil offshoot he was shocked by the economic devastation caused by the Great Depression. Becoming a quiet supporter of the New Deal and a supporter of the Democrats as a way to help "those poor listless masses", he worked on the ground in assisting the Work Progress Administration and other acts within Shreveport.

As the war broke out, he turned his eyes to Europe. Privately travelling to Britain in 1939, he recorded the war's effect on the English. He wrote the essay "War and Geography, an Examination of War on Cultural Landscape" in 1944. He followed (secretly) the Army, though well behind fighting lines. Crossing into Normandy in September 1944, he began writing of the effects of the Nazis on the French populace. Entering Paris in 1945, he set up shop and stayed there even after the war finished. He completed his essay "Ethnic and Political Divisions in Cultural Landscapes" in 1946, though he had integrated himself comfortably into the French intelligensia.

His entrance in politics (outside the academic setting) was in 1948. The United States Diplomatic Corps, needing a new Ambassador to France, chose him as the highest profile American left in the country with almost no military connections. As well, it seems that he had connections with the CIA in keeping track of socialist activity in Parisian Academics, though his full knowledge in what he was doing is doubtful. Whatever the case, by 1949 he was Ambassador to France and regularly had coffee with expat Alfred Nolan, who was an agent for the CIA.

He was recalled from his position in 1951, and seeing no more interest in being in France, returned to America after 12 years. As a high profile member nominally of the Democratic Party, members of the Truman Administration approached him to run for office in Louisiana in the 1952 elections. An utter political unknown, Elam is an academic through and through with a reputation for informality borne of his time as Ambassador, Elam was placed to be a bit of a wildcard in the new elections.

This man, while distant, is a distant relation to the great John Adams and his family. While distant, this man is none the less as firey as that founding father. A lawyer like his ancestors, he grew up on his fathers farm in Kansas. Unlike his twin brother and younger siblings, he took little interest in farmwork. Instead he paged over books, and would spend more time in the library than in the pasture, much to his family's shagrin. More unusal, though, was that he spent time talking with priests and nuns, and learning a great deal, even for the rest of his Catholic neighborhood. However, he did spend time in the fields, making him tough both physically and mentally. He went to college at Harvard law school, and graduated top of his class. He proved himself a great debater, and could sweep the floor of many opponents. His greatest assets, and also, weakness, is his firey attitude, unrelenting and dogged, from years of both learning as well as hard sweat and tears. One of the older members, he has been around politics for a long time. While most people his age seemed to have died off, he has stayed alive, which he credits to his faith in God , as well as his dogged attitude and fit body.

He has a long and distinguised political record has been, while uneventful of high ranking positions, key nonetheless. After graduating law school, he became a local lawyer in Kansas, fighting for the rights of people. He was well liked, and served on the Kansas State Legislature for 25 years, before coming back for another 5. Between those, he served as an aide to the US Secretary of State, and became the ambassador to the countries of France and England too. Now, to crown off his long and eventful life, he wants to lead America through these troubled times and lead it to glory, as two of his ancestors have.

Bio: Born to a middle-class family of clerks in New York, Elijah soon became influenced by Democrat ideas after the Stock Market crash of '29 and the resultant depression. His family having lost it all in the Great Depression, Elijah was forced to work to support his family. His talents were soon recognized however, and he became got a job at a law firm. His family having recovered economically by 1936, he went to University, where he attained his law degree. Becoming a lawyer for the next four years, he eventually entered the staff of a well-known state legislature. There he attained his first taste of politics. Deciding to continue along that road, he ran for office of the New York state legislation in 1942, 1944, 1946, and 1948. A firm believer of FDR's New Deal Policies, Elijah wishes to see the progressive ideas continued, most notably the Second Bill of Rights and Keynes economic theory. While opposed to segregation on moral grounds, he nonetheless believes it should be restricted to the states to decide.

4th son of a local politician in San Francisco, and trained in political science, Steven Brooks is a continuation of his father's political ambitions. With political capital stored up via his older brother's law office (which, being family-owned, was more than happy to fund Brooks) he intends to run for higher office than the city's government. He is a young Republican, and believes the cause of the Anti-Communists fervently, and opposes Truman with a fever. He intends to do what he can to ensure the demise of the evil Communists, and their sympathizers in government.

Biography:
Born in Boston, Massachusetss, to a yellow-dog democratic medical doctor, Stam had a relatively good youth filled with pro-New Deal and FDR propaganda from his father, which convinced him to join the Democratic Youth Wing when he was 15 years old. After finishing high school in Boston in 1937, Stam became an undergraduate at the Massachusetss Institute of Technology. After recieving his degree in Physics in 1941, he was enlisted into the US Army into the 82nd Infantry Division (later renamed the 82nd Airborne Division). Stam saw combat in Normandy, the Netherlands and in the Battle of the Bulge, recieving the Soldier's Medal and the Bronze Star Medal during the last engagement. After the Battle of the Bulge, he was honourable discharged, after recieving a serious leg injury, that would remain for the rest of his life. Before Stam returned to Massachusetss Institute of Technology, for his Doctorate in Physics, he went on a tour through the American Mid West, where he would meet his wife, Anne Curley, whom he would marry in May 1946. He returned to Massachusetss with the idea that he could easily return to civilian life, but he soon found that the boredom that compelled him to join the US Army in 1941 had returned to haunt him, thus he became more actively interested in politics, hoping to find more excitement there. Thomas and Anne Stam bought a house in Worcester, Massachusetts, where Thomas was elected member of the City Council in 1946, serving as the leader of the Democrats in the council. After having served as Mayor of Worcester since the 1948 City Elections, Stam was asked to stand for Governor of Massachusetts, after the former Governor, Paul Dever, resigned due to the extremely low polls. It is expected that Stam will win an election, for he is nearly a stereotype of the Northern New Deal Democrat. Stam supports Truman and the Internationalists in their agenda and his a staunch defender of the New Deal, however, his ties with the Mid West have exposed him to conservative views and made him more acceptable for the Southern Candidates.

((I wish to congratulate LatinKaiser for being the first Republican Mayor of Boston since 1930, which is quite an achievement if you know that all Mayors of Boston have been Democratic since 1930... cough BS cough))
