You can only annex one province nations (although you can mod this now), unless they're Pagans. I'm pretty sure everyone around ETH is Muslim. When the CB says you can take all provinces/annex it means the CB applies to these when you ask for them in a peace deal, not that it overwrites the normal rules of the game.
