I started up a game with the Fatimid's just to see the 1.07b changes. I started out gobbling the Miaphysite rulers to the south while avoiding truce breaking. With my retinues far south and a long land march back to potential navy transport, I figured I would at least grab a single sheikdom off of the Sunni Emir down there.
Lo and behold, a holy war for his entire Emirate was available. Odd, I thought Holy wars were restricted to different faiths or heresies, and I didn't think the mechanics made Sunni and Shia heresies of each other. But I started abusing this, grabbing up the small Emirs across the middle east and invading a rebelling offshoot of the Seljuk's for most of Syria.
Meanwhile. my Emir of Alexandria had successfully conquered the Shia sheikdoms to the west so I holy warred to take tripolitano down.
But now I was unable to holy war either of the Sunni Tunisian Emirs. I checked throughout lots of the muslim world and it seemed semi-random who and who I could not holy war. I could not detect a pattern at all.
So what exactly is the condition for being granted a holy war cb?
