What I have tried to say is that the HRE provinces are hardcoded, and you have to have an emperor. I cannot see any way to get rid of that...

In the Years of Rice and Salt scenario they were talking about eliminating the HRE by making a country on some un-important out of the way island, giving them an immortal monarch, and making the HRE.

I'm not sure what you mean. With this idea you can still use Catholic, just make sure the HRE monarch is immortal, put it on an island so it can't be diplo-annexed, and hope the AI doesn't want to conquer it.
