Are the makers of EU II aware that the HRE in 1419 still had more sovereign power then for example in 1492?
I think this should be simulated by a greater bonus and power for the Emperor and perhaps a closer conenction between the member states.
Maybe this greater sovereign power could decline by events when the game advances further.

I'd say that the HRE should play a bigger role. Remember this is the time period when the Pope is challenged by Kings and who should have more power, the pope or kings. So I definitely think this should e taken into account, or at least a scenario about it made.

The HRE had power, but I think what you're suggesting is too much, Constantine. Maybe some kind of alliance or defense pact?

Nope, the fight between the pope and the HR Emperor about who had the right to appoint bishops was more than 200 years earlier.
