I know there is posts about lord mayors having wrong inheritance law but this is little different. The duchy of Murcia is owned by the HRE emperor and its a republic. Its succession law is just primogeniture without any agnatic or cognative. HRE itself is agnatic elective so nothing odd in that. Heres a screenshot of this oddity. I played the game on and when the emperor died one duke vassal was chosen as the HRE emperor and the emperors brother inherited Murcia.

That save game would be much appreciated. Is it before or after he gets a hold of the republic title?

Its when I took the picture but I can check if I can find any later saves.

Checked the saves and don't have any before he comes emperor but noticed in one earlier save that he doesn't have the duke tittle at all and has only one county as his personal demesne. That county has a city capital so its a republic county. Its inheritence law is also primogeniture. I think he got the duke tittle during his reign and it just took the succession law from his city. The county was given originally to his father who became a mayor so I think the succession law was bugged from the start as the current emperor inherited the tittle from his father when its should be open elective. In my latest save it has fixed itself as current emperor inherited the tittles after the last male died. He now owns the duchy tittle and it has agnatic elective succession law and the city is owned by the last mayors sister and now has open elective as succession law.

Heres the save where I noticed it and its saved around the time I took that picture.

I'm pretty sure this is the exact same issue as I reported earlier: http://forum.paradoxplaza.com/forum/showthread.php?612253-1.05g-Incorrect-Succession-for-Lord-Mayors

The problem is that 1.05f/g has a bug in succession_laws.txt which allows non-feudal titles (Republics and Grand Cities) to obtain Feudal Elective instead of Open Elective succession. Once they have Feudal Elective, they always seem to go to Primogeniture. Republics and Cities should never be allowed to obtain Feudal Elective in the first place, and this is the bug. Once they get Feudal Elective, they're classed as a feudal state and are now eligible for Primo.

If you look in that post, Doomdark posted the fix for succ_feudal_elective which I can confirm fixed all my Primogeniture Republics and Cities. However, this fix won't change Republics/Cities which are already Primogeniture, but it will stop future ones from becoming Primo. If you want to fix existing Republics/Cities, you need to first use the fix, then you need to revoke all afflicted Republics/Cities and re-grant them to new vassals. It's tedious, and requires some hacking in the save game file to give yourself claims on all the afflicted areas, but it will work.
