I have always found it odd that the Holy Roman Emperor has the same authority to interfere in a war outside the HRE as he does in it. A great example is when Genoa has its lands in Crimea attacked and the emperor not only has the right to jump into the war to defend Genoa, but is also automatically considered a co-belligerent. This just does not seem right, especially when the game has a mechanic that allows the HRE to add and subtract provinces as players/AI sees fit.
In my humble opinion, as a player, I think the broad protective powers of the Holy Roman Emperor should be limited to lands that are designated as part of the HRE. At the very least, the emperor should not automatically considered a co-belligerent in any war outside HRE lands when he is willing to join a war for an HRE member.
