I have always found it odd that the Holy Roman Emperor has the same authority to interfere in a war outside the HRE as he does in it. A great example is when Genoa has its lands in Crimea attacked and the emperor not only has the right to jump into the war to defend Genoa, but is also automatically considered a co-belligerent. This just does not seem right, especially when the game has a mechanic that allows the HRE to add and subtract provinces as players/AI sees fit.

In my humble opinion, as a player, I think the broad protective powers of the Holy Roman Emperor should be limited to lands that are designated as part of the HRE. At the very least, the emperor should not automatically considered a co-belligerent in any war outside HRE lands when he is willing to join a war for an HRE member.

While it would be nice to be able to go for Kaffa without the HRE hit squad showing up, would this change really affect things?

AFAIK the only nations that may want to attack for Caffa before 1490 are either too small to consider attacking, regardless of whether Austria is a normal ally or co-belligerent (like Theodoro or Crimea or Georgia or, in a stretch, Ryazan) or large enough to not care about the extra allies (the Ottomans, the PLC, stronk Muscovy).

So, for historicity, you have a point. Dunno if this change would do much for game balance.

The issue would be the players could exploit this and try and annex land inside the HRE when using a conquest CB for a province outside it. The best way around this would be to have a second CB for conquests of provinces inside the HRE, which the Emperor is auto-called. For the existing one, this should only allow the player to annex or release land outside the HRE
