That tier of Holstein's NIs gives +1 Legitimacy per year - which is fine if you are a Feudal Monarchy (as Holstein starts the game in 1444) but which becomes inapplicable if you change to a Republic. There are a *lot* of NI tiers like that in the game, unfortunately, that only apply to a single type of government.It gives legitimacy. So useless for a republic.
Yep. Like the Swabian City-State ideas give +1 legitimacy. But some of them, like Mulhouse, start as a republic. Meaning they have a completely useless national idea.Quite a bit of countries actually only have one of the three legitimacy modifiers.
I wish they just made it so that it's all interchangeable.
