It gives legitimacy. So useless for a republic.
Correct. That tier of Holstein's NIs gives +1 Legitimacy per year - which is fine if you are a Feudal Monarchy (as Holstein starts the game in 1444) but which becomes inapplicable if you change to a Republic. There are a *lot* of NI tiers like that in the game, unfortunately, that only apply to a single type of government.

And breeding pigs that look like the Danish flag is such an excellent idea that maybe there is not even a bonus necessary.

It is intentional some ideas only benefit you if you are a certain religion/government while others are more flexible. The more restricted ones are to help guide/encourage these countries to follow these paths, like Ireland staying Catholic for instance or some of the historical republics staying republics.

Quite a bit of countries actually only have one of the three legitimacy modifiers.

I wish they just made it so that it's all interchangeable.
Yep. Like the Swabian City-State ideas give +1 legitimacy. But some of them, like Mulhouse, start as a republic. Meaning they have a completely useless national idea.

The real shame is that even for the ideas that do give bonuses to multiple forms of government (e.g. an idea that gives +legitimacy or +Rep. tradition), they still don't work when you switch to the objectively superiour form of government...

...By becoming a theocracy.
