I think that the next game, EU 3, the province of Zeeland must be split to represent Hainault or Henegouwen as the Vlaamsch-Dutch say,
I think you've mixed a few regions up here. Check out
http://www.fgov.be/maps/map-b-prov_e.htm, an official map of present-day Belgium. It gives you a general idea of the relative location of every region:
Henegouwen (Hainaut) is south-southwest of Brabant (both Vlaams and Waals Brabant), which historically also included the present-day province of Antwerp, and the present-day Dutch province of Noord-Brabant. As such, to say that Hainaut lies in the EU-Zeeland would be a historical mistake. Hainaut is south of Brabant, namely.
To make it all clear:

The orange lands are Spanish, the yellow ones are independent. You can recognize in orange, from left to right: Artois, Hainault, Brabant and Luxemburg.
In the yellow part, from left to right: Zeeland (which actually stops west of the various islands, where Noord-Brabant starts, which the EU map doesn't show), Holland, Friesland, Gelre.
I hope this makes it all clear!
