Holland at start. War with belgium?

I did read manual, but somehow i really fail to see, how I can declare a war with belgium. I just want my cores back

But it keeps greyed out, yet got enough diplomatic points and all.
Anyway got a clue?

Click on Diplomacy find belgium and then in the right side of the options part u see Declare war, its next to the alliance thing

What does the tooltip say? One possible problem could be you have been added to the UK's SoI along with BEL.

I played my first game with Netherlands, And i also had some trouble getting the rebels state to the south back under my control.

As Darkrenown said, I got along with belgium in the SoI of Great Brittain. I focussed on becomming a great power myself. Took a few years but that worked. by that time I think Belgium got removed from GB SoI and there was only an alliance left between GB and Belgium. Got around that by declaring on denmark, also Belgiums ally.

Before I could make my move on Belgium France pulled them into there SoI and I had to get them out of there first. Managed to do that. and a year later Belgium lost its alliance to France aswell and it was for me to grab, finnaly.

A lot of that stuff seems to happen on 0h 0day when you load the game. I usually have 10-20 popups waiting for me when I start.

Is there an AI turn order at start?

Well there's no way they could add you to their SoI that fast, but I think the AI runs a day's "thinking" as soon as it loads.
