Have a bit of a problem here. I'm trying to form an Ibadi Merchant Republic, but I'm running into a problem. My capital had been Marrakech, which, since it doesn't have a coastline, isn't able to form a coastline due to "no port". Ok, I switched my capital to (Feudal) Tangier, and I'm getting the "Holding type is city" even after revoking one of the cities and changing it to be the county capital.

Basically the game thinks that the county is still a castle holding instead of a city. Is there any way to change this, or do I have to go figure out how to change my capital to a Tribal holding and slowly upgrade from there? Can provide screenshots if anyone's interested.

As far as I know, the player can't change the primary holding of a county they control. You have to grant the county to a mayor, otherwise it remains a feudal county with a castle as the primary holding.

If you start as an feudal ruler it is almost impossible to change to MR. Only option would be to start as tribal ruler and then switch to MR.

I did start as Tribal (769 start).

As far as I know, the player can't change the primary holding of a county they control. You have to grant the county to a mayor, otherwise it remains a feudal county with a castle as the primary holding.

Thanks, that's going to work. Grant to a mayor, then revoke. Then deal with the tyranny for the next 30 years. :)

I have encountered this issue before. You have moved your capital to Tangier before the tribal holding was built. What is happening? The capital of your kingdom is not your tribal holding, it's a barony. That's the reason why you can't fund a merchant republic. And you can't move it again. It doesn't matter if you make the tribal holding the capital of the county because the barony will remain as your primary title capital.

There is a solution for this. Give away all of your holdings except your tribal one in Tangier. It's going to force the game to move your capital to your desired tribal holding. Then you can create the MR. The downside is that you are going to lose the barony on your capital which absolutetly you want to keep. But there is no way to do it unless you wait for a new ruler to be able again to change your capital. You can try to give the barony to a heretic or pagan of your court to be able to remove it later with religious revocation allowed.

Don't make a holding your capital when trying to form a MR before the tribal holding is built.

Thanks, but going back to a previous save and granting someone the city first, then the county did the trick. The county shifted to City-Capital, and then I just revoked both and moved my capital.

Interesting side note, the lack of a Mosque holding penalty is apparently county-based as opposed to government-based... Basically holding a Mosque in this ONE county leads to a penalty, but holding one in one of the other counties (Castle-Capital) did not...

Iqta ("feudal") can hold Mosques without penalty; MR's cannot. So your Castle capital counties are fine but your Republic county can't hold it.
