So I want to gift my friend hoi4 on steam through the gifting system on steam, not on any 3rd party sites or whatnot, does anyone when hoi4 goes on sale? Rather than just the summer sale, Christmas sale ect, thanks, and have a good day!

I think that this is decided by Steam alone, not by the devs. And even if it where, they probably woudn't tell you.
However, I'm pretty sure that you can find information about the regular steam sales on the internet, of which HOI4 is normally a part of.

Doesn't PDX also have independent sales after which you can get a steam code for the game?
