HOI4 recruitment and reserves

Hello! I have a game dillema, and hope I can find an answer here. I play with Italy and I plan an invasion of Yugoslavia. I recently recruited some strategic bombers, but I don't have acces to them. It says that all new bombers are going to reserves pool. But why? How can I have acces to them to take them at any airport I want to?
