HOI4 is not launching

I am trying to play HOI4 but it is not launching whatsoever. I click "Play" in steam and it says it's running but then stops abruptly. No error messages at all. I've tried reinstalling several times and running steam as an admin but none have worked.

Try running the game in borderless window mode

Sorry about the late reply but although this didn't exactly help me, what did work was going into the hoi exe file and setting it to run as administrator, disabling full screen optimizations, and running it in compatibility mode for windows 8. Thank you very much.
