I have made a bug report for the Army reshuffling in 1.6.1 myself. It desperately needs fixing. Or at the very least a heads up from the devs that they are working on it.
It's definitely a serious problem. You can tag to US, USSR or UK in any 1.6.2 game and see huge numbers of troops with railroad indicator active shuffling along the front pointlessly. They need to check their math for the unit controller because at least one of the weights in allocation between fronts is clearly bonkers.
Also France gets overrun by Italy/Germany as France deciding to have most troops defending Netherlands/Belgium and only assign a few men at Italy border which are moving from and to the front line all the time.
Seems the UK is not adding much troops anymore to help defend France and BeNeLux.

Given the difficulty of writing an adequate AI, I am ready to accept the fact that after any patch you need about a month to make the game playable. We must pay tribute to the developers - they hold feedback. For example, in "Civilization 6" AI was an idiotwhen the game came out in release, so it remains, and the years go by

I wonder what they changed, because the shuffling is definitely worse now. I tried to let the battle plans do the work last night in my USA war against Mexico...and saw my units repeatedly advance one province, then strategically redeploy to the other end of the frontline order. Utterly atrocious.
Another problem. Testing the Netherlands to determine the optimal development strategy in the period before the outbreak of the war, I noticed that in the last more than 20 gamesfrom 1936 to 1939 - Republican Spain never won a civil war. Although before this happened somewhere in the 20%. China flies into history by the end of 1939 with a 90% probability.
wat - you are saying that you observe shuffling even with your own troops, when you are not in observe mode? That's the first! Can you file a bugreport?
you can always try to disable your mods and load your save (if the mods are not too gamebreaking)I'm playing with mods, so I doubt they'd be interested. Nothing that affects the battle planner though.

If you're also adding stuff like this:
- US New Orleans class CA should be Astoria class; wasn't renamed until the USS Astoria was sunk in 1942.
- Canadian Sanguenay class (typo) DD should be River class, or at least Saguenay class if you want the sub-class with the correct spelling.
