Here's another weekly update to the open beta on the Steam 1.9.1_beta branch, this one delivered to you from our own home offices, sofas, and kitchen counters, as we work from home to do our part in the war effort against our new microscopic enemy. (It may sound like a comfy work environment, but trust me, it is challenging!)

- Decrease Base manpower lost in resistance attack to 2.5% from 3%
- Increased compliance decay to give cap of 90% compliance to non democracies.
- Changed compliance loss on state changing hands to 25% from 10%
- Decreased fielded manpower requirement from German "Demand Sudetenland" to 725000 from 750000
- Improved Resistance Suppression when using "Brutal Oppression" from 65% to 75%
- Decreased compliance from collab regime operation to 20% from 30% on normal result and 50% to 40% on excelent result
- changing ideology now halves compliance
- Reduced the Compliance requirements for the Anarchist coring decisions to 50%, down from 60%.
- Increased the cost of Concessions to the Anarchists decision to 150 PP to bring it more in line with its intended purpose as an 'emergency' delay rather than a permanent one, and also made it require either of the Nationalist factions to exist. This means that once those are defeated, there is no stopping the Anarchist uprising anymore.
- operative gained from faction members now is reduced for counties that lacks industry

I wonder if this update will also keep all other collaboration goverment spam-results at bay.... like Italian Greek Islands and South Tyrolia.

IMO the only valid collaboration government should be the Reorganized National Government of the Republic of China (commonly known as the Wang Jingwei regime).

I ran two hands off test games to july 1940. On historic the only collaboration government released was Italian Greece. Germany seemed to get to Danzig a little late though, it fired late december 39.

On unhistorical game, Japan released the Marineras and italy released greece. UK kept its colonies even though it went non aligned. India(non aligned) released Pakistan and Bangladesh as collaborative governments. Portugal released its colonies too (also non aligned).

Also checked in on the AI post:
- fixed some issues that resulted in ai preferring producing earlier ships

UK is now refitting ships, has HMS Eagle in to convert into a Couragous class (Quite a good use of IC), also has a new Courageous class in production (should be Arc Royal ofc, which was cancelled earlier since its not in the sea).

GER has cancelled both Scharnhorst class and Admiral Graf Spee but kept and deployed Admiral Hipper(also one more in production). Only 5 NIC on SS. built two outdated Bremse Class light cruisers (minelaying CL) and one more in que (outdated and the worst design CL GER has, but she wants at least 5 of them). Also building a Königsberg class 1928 CL. 1936 DD and SS in que.

ITA is also embarking on a building spree of outdated cruisers, but has 1936 DD and SS in que.

JAP is refitting Akagi to Kaga Class and producing a lot of Ryujo class CV (has 4 and is building 1 more), would be better off to build Soryu class CV. Building 1936 DD but outdated cruisers and submarines (Has the tech and naval XP to make modern variants of these).

USA - I was really impressed at USA construction que. Its building up to date capital ships and subs, 1 BB 2 CV and 2 CA. Still building outdated screens even though its got the tech and xp and IC to build 1936 variants. Refitting Farragut class to a new variant with AA2 instead of AA1 which is a questionable choice, I don't think its worth the 143IC/ship.

Gave USA 500 naval XP to see what happened and they spent 300XP on designing the following:
  • A 1936 BB with Floatplanes replacing 1 HG battery, adding radar and upgrading AA/Secondaries. (Probably better to replace one of the AA with floatplanes)
  • First a 1936 CV variant with radar, upgraded AA and Secondaries (Great!) then after that they upgraded it again into A CV with no secondaries and downgraded engine to teir 1 and removed radar.
  • A 1936 CL with 3x Dual Purpose Light guns and 2 AA modules. (Light batteries would be more appropriate)
  • A 1936 CL with 1x Light Gun, 1xAA and 3 Minelaying rails. (better to use dedicated DD for minelaying)
  • A 1936 DD with all the expected modules for a all around DD.
  • A 1928 DD with ASW equipment, a good escort design.
  • A 1936 SS with 1xTorp1, 1xTorp2 and engines 2. (why not 2xtorp2?)
Overall I still see:
  • AI still cancels ships that are almost done in construction que at game start when it would be wise to keep them(like Admiral Graf Spee that is almost done).
  • AI seems to love teir 1 light cruisers.
  • AI Designed ships seem a little out of wack, like they either love minelaying or dont really have a intended role for the ships.
  • AI will design new ships with up to date tech and build them, given enough XP.

Please tell me you're working on making sure the AI stops releasing more and more collaboration governments? Italy making Libya a collab is just the top of the iceberg, most of Africa and most Asian colonies tend to end up getting released at some point as well, hell even Japan does it, and having so many nations released in this fashion puts quite a lot of strain on performance for me and probably a number of other people.

Being able to disband operatives is a great change, I was hoping you would introduce that! I have to test how much this makes it possible to reroll the selection of recruitable operatives, because sometimes the options you get for one slot are quite bad RNG (e.g. one operative with only "tough" and two operatives without any traits).

The minimum surrender limit will fix France's instant capitulation, I assume? If so, I'm glad that exploit is gone. Was fun while it lasted but the cheese was just too big :D
I was expecting (and hoping for) a nerf of collab regime, as it's a no-brainer whenever you attack a major power, especially as Germany - easy 100% compliance in France and the Soviet Union (which is also a bummer for people who don't own LaR). But in my opinion reducing the impact it has (e.g. only giving up to 50% complaince instead of 100%) instead of making it harder to achieve 100% collab would be more fair.

I hope the Lybia change doesn't mean you want the AI to keep releasing collab govs in the rest of the world? It's a noticeable performance loss on weaker PCs and they don't contribute anything to the game in most cases (like island nations or African states with no factories, resources or manpower).
The closed economy was always annoying when it happened, glad that it's (mostly) gone now.

In my opinion what we need regarding Closed Economy is a way for allies to still request resources even when you have a Closed Economy. I think that would be better than forcing countries to use Limited Exports even when they're at war.

Also, regarding the AI ship building. I think there should be a game rule setting that makes the AI build the ships that their country did historically. This would also require a boost to naval production I think because I don't think it's even close to historical levels.

I have been playing Spain and going the anarchist route. Now when I finish the war with Portugal having used the Portuguese Anarchism focus Portugal gets puppeted, before the patches on vanilla 1.9 it would get annexed. This now makes completing Regional Defence Council of Iberia difficult to say the least, which is truly a pain as it is a gateway to many goodies further down the tree.

What makes this odder still is that The Regional Defence Council of Aragon is not permitted to puppet at least according to the Government restrictions (in fact pretty much everything is banned except women combat pilots).

What is broken about it?
The description suggests that it will turn negative after about a year, due to the increased war effort causing public backlash. However, it never changes, giving Japan a permanent boost in a war they already have no issue in fighting (mainly because China's AI doesn't know when to stop attacking).
