HOI4: "Getting list of mods failed"

After the latest update, my mod list is simply gone. There's a warning triangle saying "Getting list of mods failed" when I mouse over it. The game launches just fine, but I cannot change mods. I have thus far tried restarting my computer and the game, but it has not helped. I am validating the game files as we speak, but the progress bar is stuck at 99% completion and has been for several minutes.

If you have any idea what might be causing this, please tell me!

I have reinstalled the game and resubscribed to mods and still I and many others have this issue

I managed to fix it by creating an empty custom mod. Right after doing it the whole mod list appeared.

A thing to note would be that it happens to the Paradox Launcher regardless of what game you're launching; I don't have HOI4, instead this happened to me just now while starting up Stellaris:
I start Stellaris via Steam, the launcher takes a little over a minute to start, then takes another minute of logging into my account, during which it tells me "Looks empty here..." instead of showing my modlist, while falsely claiming that I neither had a playset selected, nor that I even had any. Once done logging in, it either displays this red warning triangle sign, reading: "getting list of mods failed", or says something along the lines of (paraphrasing from memory): "We couldn't find a documents folder that has something to do with where your mods are located", despite every mod being in the associated folder and still being subscribed to in the Steam Workshop.
I've had these issues for no more than two weeks and the only thing that seems to help is restarting the launcher two or three times, after which it'll work like normal.

I still have the issue, the solution can't be to create a new mod every time I open the game...
This pdx launcher v2 is not working or at least not as it should be...

This happens to me every time I start the launcher for the first time after turning on the PC. I fix it by restarting the launcher, sometimes having to do so multiple times.

The old launcher was much better, even if it didn't support mod playlists (which are not very intuitive to use in the new launcher anyway). This isn't a case of being used to something old either: the old launcher loaded much faster and rarely had issues. Compare that with the new launcher that always loads slow and always has issues.

I reinstalled it, didn't work. Went to DuckDuck and found or something like this:

Common issue. Try these ideas taken from another thread:
The usual fix for mod issues under the new launcher is to:

1. Go the HOI4 mod folder (under Documents) and delete the *.mod files. In fact unless you are creating mods yourself the directory should be empty.
2. Start the new launcher. Turn all mods off. Start a new vanilla game and reach the main menu. Exit.
3. That should result in *.mod files being recreated in the HOI4 mod folder with current timestamps.
4. Launching a new game from the launcher will normally work.

Note that the old unsubscribe / re-subscribe method needed modified to possibly work in most cases. In needs to include verifying that unsubscribing has deleted the *.mod files in the HOI4 mod folder before proceeding along with the launching the new launcher and reaching main menu exit to sync up not having any mods before proceeding with re-subscribe. Blame Paradox.

I deleted some files and reinstalled HOI4 and then it works as it should.

Still completely broken for me, I can only get the game to launch with mods by deleting the launcher every time I try to launch the game

Is this the general HOI4 launcher bitching thread? My story is that it worked fine up until a few days ago. Then when I opened HOI4 it took a long time to load the launcher (just little platypus with spinning circle for about a minute) and around half my mods were messed up saying "Not present on Disk" when I know they are present.. I had to manually delete the folders and resubscribe to get them to work, since unsubscribing on steam doesn't seem to delete the files or do much at all. I think it's still a little messed up, but I know if I went to tech support I would get told to wipe my mods, delete the json files and so on. This is a problem for me since my HOI4 mods folder is over 15GB I would have to download again, and I am on metered connection to boot.

quit out the launcher, force it to shut down in task manager, then restart. Works for me.

The new launcher is very buggy and glitchy in general.
