Manpower was always a thing for navies, but it's pretty much the same as air wings, only relevant when you stick very close to that zero mp.
It's 4k for a BB, I think, so the money cost is dwarfed by the industrial cost to the point of irrelevance.
Perhaps it isn't strictly about sharks, but a representation of "dangerous waters" or something.

I wonder what other factors may play in. Freezing waters in the far north and south, for example? You can apparently die really quickly in cold water.Yeah, this probably has to do with the trickle back mechanics they mentioned earlier in regards to air combat.
Sharks killing sailors was a significant factor after many battles in the pacific in which rescue was not immediate. Usually delayed rescue was result of fear of submarines.
Submarine aces would be very cool indeed.

Agree. Give me some "ace division commanders" I can transfer to my elite breakthrough/assault divisions. They could give bonuses to their own divisions and perhaps also to other divisions in the same province.I always thought that aces should be expanded to more areas of military command. Like, I don't really want to model every division commander in an army of 400 divisions, but having five or six exceptional commanders in that number would be OK.
