Will I be able to form the Grand Duchy of Lithuania? Is Greater Lithuania only achievable with the fascist path, or will it be achievable with Mindaugas III too?
Why would you limit yourself to the title of grand duchy? Historically, Lithuania had ambitions to become a kingdom (and even became one for a short while iirc). You should be striving for that instead! Lithuania as a grand duchy was a subject to Poland for the majority of its existence. You shouldn't be aspiring to that heritage when going the monarchist path. Kingdom is the natural choice.

It's a video game and we want the player to play the video game.
Decisions like that make me less likely to play that video game. I realize that Baltics were a special case in international relations, and some countries never recognized that they were part of USSR, but frankly that was a legal fiction. The reality of the situation was that they were three of the 15 republics of the USSR, and what was and wasn't a republic was the sole determinant in how the post-USSR map formed.

From a gameplay perspective, I think one of the unintended consequences of making Baltics puppets rather than integral USSR territory is that you can narrow the front against Germany as USSR. Puppets can always be used to make up a "front in being"; something that the AI has to guard against, but you have the option of keeping out of the war until the time of your choosing. Sure, AI can just DOW the puppets, but it never does. From an immersion perspective, having the map of USSR include the three puppets is just very unrealistic, and now how the maps actually looked. At some point you can't completely surrender actual history to the meme stuff.

I have a suggestion that will surely satisfy both sides: make Soviet Socialist Republics their own puppet type. A puppet with the SSR type would represent that the country is a full part of the Soviet Union while being a playable tag only for gameplay purposes.

Something like the Erevan Vilayet of the Ottoman Empire in Kaiserreich: the Ottoman Empire had many more vilayets, but devs wanted Armenia to be playable, so they gave it a tag but also an "Ottoman Vilayet" puppet type that clarifies that the tag only exists for gameplay purposes and lore-wise it's still part of the Ottoman Empire.

Giving SSRs their own puppet type would have the benefits of having special modifiers, so you can tune how they work better, and of giving room to add content for other SSRs in the future.

SSRs capitulating individually could be a problem.

Set the surrender limit to 100% so that they only capitulate when they lose their last tile. It would be as if they were part of the Soviet Union. Being a special puppet type, those modifiers can be applied. In fact, devs should definitely do this surrender limit trick to prevent Germany cheesing the Eastern Front by capitulating Baltic countries to get free land and encircle the Red Army.

So if me and two buddies play as "The Forest Brothers" we can cooperate without our focus trees expecting us to go to war with each other? We were think about playing as "Three Balts vs the World."
