That is the case now. Throughout the time period mentioned, the British Parliament retained the ability to legislate for Canada and authority over the Canadian constitution, as well as Canada's highest Court of Appeal being a British court.

The British did not have authority to make laws for Canada after 1931 without the request and consent of the Canadian government.

Not necessarily related to the new system, but related to puppets and countries in general.

Are there any plans to allow players to rename countries in the same way Stellaris does with planets or Cities Skyline does with everything else?

Its something i would like to see because seeing country names like Iron Wolf Lithuania is really annoying and i would just love to rename it to something more appropriate, without having to go through the game files

As the swedish weather takes a turn for the worse it's time to huddle up around the tent heater and type up another diary. Today we will be talking about Autonomy which is a new concept replacing the old master-puppet relationship in previous Hearts of Iron games coming in the Together for Victory expansion.

Instead of either being Free or Puppet nations can now live on a scale with fixed steps. The idea here is that we wanted both to flesh out relations between nation and give new gameplay abilities to gain freedom when playing as a puppet.

Free
  • Well, nothing much to say here, it's how nations normally are.
Dominion
  • Master may trade a bit above trade law limits
  • Master gets somewhat cheaper trade
  • Can not declare wars on its own (goes for all subject levels below also)
  • Can not refuse calls to war (goes for all subject levels below, but can be modified by actions in focus trees)
  • Get full technology sharing bonuses
Colony
  • Master can trade more above law limits and cheaper than for Dominions
  • Colonies get less effect from technology sharing (master gets full bonus from you)
  • Master can recruit subject troops. We will cover details on this in next dev diary.
Puppet
  • Master can trade more above law limits and cheaper than for Colonies
  • Puppets get less effect from technology sharing (master gets full bonus from you)
  • Subject troops can be recruited like for colonies (see above), but easier.
Integrated Puppet
  • Master can trade basically for free and without restrictions.
  • Master automatically gain control of deployed forces if player.
  • Subject troops can be recruited like for puppets (see above), but easier.
  • 25% of their civilian industry and 75% of military industry is controlled by master.
Diplo annexed
  • Country stops existing and is swallowed up by master.

To move up or down a level master or puppet need to pay Political Power, but that can only be done once you fill the autonomy bar to max for your side. To actually fill it up there are several things you can do depending on which side of the power you are sitting in the tug-of-war relationship:
  • When master is building buildings or infrastructure in a subject nation it reduces their autonomy.
  • When a master recruits or uses troops from a subject it increases their autonomy.
  • Lend lease of equipment affects autonomy (when sending to master you need to send up to date stuff for it to increase your autonomy).
  • A subject can use the Increase Autonomy continuous national focus to slowly gain autonomy.
  • A master can use the Suppress Subjects continuous national focus to suppress its subjects towards lower autonomy.
  • There are also a lot of national focuses in the new focus trees affecting autonomy.
  • Gaining warscore increases autonomy for a subject.
  • Trading resources from a subject increases their autonomy.
To put things simply, helping subjects lowers their autonomy and taking things, or getting help from subjects increases their autonomy.
Being a subject, or having subjects isnt always bad. Technology sharing for Canada & Friends is quite potent, although of course it restricts their diplomatic powers. On the flip side being able to recruit forces, gain industry and manage subjects further down the scale can often be a better choice than annexing outright.

Building things in subjects is done as normal through the construction interface, and indicated with a flag:

As a master its a trade-off, building will lower their autonomy, but long term it likely means that they can field more forces and gain their freedom through fighting and helping out.

I have to disagree with this one because I believe that Canada at least actually had the full authority to stay out of WW2, and indeed deliberately waited a few days or so on principle before declaring after the UK did. I'd move this down a rung.

Can subject change their autonomy status without master approval?

The way explained it seems they can, but only if they gather enough points (through helping) in the "tug of war" to win, and then spend some PP to progress. Basically the master can't deny them if they spend the political effort and can show that they have helped out in the war effort.

Seems wierd that we can get ''Gurkhas'' and Nepal will still be an observer tag.

Just to clarify: are there Gurkhas in HoI4? I might have missed something in today's diary or some previous posts.

In HoI3, the UK had access to Gurkhas. And there has been discussion on these forums regarding Gurkhas.

@Sleight of Hand has produced a mod that includes Gurkhas (nice work!)

But I was not aware that "we can get 'Gurkhas'" in HoI4.

OK so one thing that looks totally cool is the system where it's possible to build things in dependent country - this was sorely missing.
The other thing that I'm wondering about is how it will all turn out in balance - problem is that with risks of new "request forces" feature, it may be practically bit more restricted(or risky) to get troops (say from RAJ). However dependent countries will have strong motivation to fight on their own, which already before was leading to "divide and suffer" behavior, which could become even worse now.
By the way, there are still sometimes problems with AI dealing with fronts, one example(almost complete abandonment of enemy front to guard neutral border) described here

I saw some Gurkha units that were sent as expeditionary forces to me, strangely enough if I recall correctly, by Belgium (or some other nation I would not expect to have Gurkhas). So it definitely is part of some division template.
EDIT: May have been South Africa.

UK has the continuous focus, but no new other ones. AI will not actively try to screw you (although if you rely on their stuff they do go towards freedom eventually), and it also understands the value of staying dominion in war times etc


peace conferences will put targets as puppets. The other levels need to be worked towards

I think it's more something that comes into play after the war 'hey I helped you out a ton during the war, now I expect something in return' - kind of thing. But if I read the DD correctly, autonomy goes up as the power gap closes between master and subject. I'm hoping that if I play germany and I inflict heavy losses on equipement and manpower I can therefore undermine the commonwealth and make it so that RAJ, Canada and australia declare independence. Maybe even seperate peace them out so I don't have to bunny hop around the globe taking capitals which I wasn't planning to take anyway.

Quick thought this could be great for the Soviet Union too! Could the Ukraine start off as an integrated Puppet of the USSR? As well as other fringe states of the union and later others could join(forced) like Finland or Estonia? The Soviets Could get unique bonuses for being communist like United for the Motherland where both puppet and master have a unique and almost full tech sharing! This could finally be the reason to play as a communist in this game! Facists get the manpower boasts to their own country in the focus tree while communists could get huge bonuses to puppet-master interaction which could allow a player to make it up thru better puppets!
Yes and maybe add a decision to go more independent pupets or to annex them in future and both of those could have some interesting possibilties for example nation joing Mother Russia as an nearly indeendent puppet bcs of reasons for example Soviet republic of China or any comunist country around . And same could go for warlorsds that would join as puppets to N. China or C. China as puppets with dominion autonomy instead of geting fully anexed which would need from player to beter manage those bcs if they do to much in your war they just get independent .
