HOI4 Cannot Use All Of My Naval Dockyards !!

As you can see i'm currently playing australia and i just started to learn this game yet. Somehow i saw that i can renew my ship with a newer one so i just clicked on it. Now it seems that i can't use my 5th naval dockyard it says 4/5 in use. I'm clicking to use it my it's color is grey rather than blue. I think it's not even a bug, how to fix this ? Please Help !!!

The 5th one is being used for repairs. That's what that 1/1 means. You allow up to 1 dockyard to be used for repairs and 1 is currently in use. You can adjust how many are allocated for repairs; I usually end up doing so.
