If you were wondering why Paradox never seems particularly worried about all the threads declaring their games completely broken and unplayable, there's your answer.
Doesn't the first graph just refer to playerbase- those who just simply bought the game . If you bought the game and realised it's completely broken and you stopped playing you will still be part of the graph .
Notice n1 : you need to spend several months (lots of play time ,like 200-300h) to understand if game is broken or not ,because you need to understand every mechanic of the game and be able to see bs in them . Which means , by the time you realise that you can't return the game in steam ,also you may hope that it will be changed and just leave the game for a while (that's actually quite a thing regarding to several forum threads like "is the game ready yet ?")
So the first graph is not an answer for that question and it's just revenue of PDX hoi4 sellings graph
Now let's look at the second graph .
Do you see that huge recession between release and TFV : it shows how all those who were hyped about the game and how wonderful it is ,left it behind after running several plays ,because it was dull for them ,not enough content etc.
When tfv came out , part of them returned + new players from commonwealth + smn else resulted in same amount as on release. but keep in mind 1 graph : all this time playerbase was growing steadily , which together with numbers from both graphs means that from June to Jan a bulk of people considered the game to be unsatisfying.
Now let's look at the part from tfv to dod
Right after tfv number of active players dropped again , less than before ( I would assume because of tfv being OK (NF were still something desired by most of the community and a bunch of small mechanics were introduced)) but still a descent part of the community considered game to be "broken and unplayable " and again keep in mind that steady growth being all the time on the 1 graph .
To sum up , it's a fact that slow growth of the active playerbase is supported by steady,constant passive playerbase growth for now. PDX managers seem to understand that as well and they are definitely "worried" because it's their job - to be "worried "
But they also decided to sit on that passive playerbase growth syringe ( I mean , they will run out of NF eventually and will have to start reworking stuff , which will result into stagnancy )and not trying to return those who are unsatisfied by bugs/dumb ai/quantity and quality of the game mechanics ...
What I want to say is that with limited resources PDX is trying to get as many players(money) as possible , while not doing anything to sustain and preserve that number once they hit a ceiling . Sound like wrong ( from my point of view of course) priorities. The pace with which they are trying to produce content is way too fast for that small team : lots of bugs and even historical inaccuracies ( you can go commie as Romania but can't become the Real iron guard Romania sounds extremely dumb to me ) take place . PDX needs to slow down , fix everything and ACTUALLY rework air and naval combat ( not UI) . That needs to be done at least once a year : a patch for base/dlc which is (oh my god) free and focuses on fixing once and for all every bug/mistake / ai usage of mechanics/ mechanics that occurred throughout the year . Yes it's less profitable than stamping those NF that can be found in a workshop(oh I forgot PDX adds 1 mechanic there which makes it completely unique, although some of the workshop mods are way more accurate (not detailed but accurate)) , but that's what needed unless the team eventually will become bigger .
