AFAIK you can start your game in historic or a-historic setting.

Historic setting would mean that the nations will progress along their national focuses along the historic lines (mostly). E.g. for Germany, occupation of the Rhineland, Anschluss, Munich, Prague, Memel, Danzig or War

In an a-historic setting the nations are more unrestricted. I.e. UK can turning fascist, US could implementing War Plan RED, etc.

To have these options is very cool, thank you DEVs. :)

But wouldn't it be great if we could choose a third option, where we could create a more scripted a-historic path for the majors to progress on. E.g. France turns communist, UK turns fascist, and I can play Germany and try to turn it democratic (probably by suffering a terrible civil war).

I do not know how complex such a sandbox tool would be for programming, but maybe it would be a cool addition for a later update / DLC.

AFAIK, the a-historic setting would be a free for all, thus I can only encounter a planned alternate history by chance.

I'd expect it'd be fairly easy to mod the probabilities of the AI choosing various NF paths or having a preference to appointing the minister that makes countries turn communist/fascist/democratic - I'd expect quite a few early mods along these lines pretty early on. It sounds like what you're asking for is an interface that lets players choose which paths the AI are more likely to go down? It does sound interesting, and I imagine (ie, I've not seen the files or know what's in-engine rather than in moddable settings) it wouldn't be too hard to do to code up something that did this either in our outside of HoI4.

Yes, correct.
Some of the more elaborate What If... scenarios that come to my mind, depend on alternative paths of more than one country. Therefore it would be great if you can hand out the according skript to all AI countries involved.
