Here is typically what I do;
1) Align to the Allies.
2) Raise threat on Germany (this doesn't always work, its worth the risk however).
3) I shoot for a 400 "base" IC in my build.
4) I fortify only the 4 VP Pacific Isles and the Panama Canal. I do one spot at a time and place their items (AA, Forts, Radar etc...) in the top of the queue so they will "cook" the IC practicals. For example I start with Guam. When all their items are done except for maybe some forts than I'll move on to the next spot and toss their items in the top of the queue, and so on...
5) I do not worry about cooking practicals of units UNTIL my IC runs are done. Unlike other players I am not overly concerned. I will have a huge Industry allowing me to get my practicals back in shape in no time, and even if I didnt I will have enough IC to make whatever I want. When Im running at 6-700 IC It isnt that important to get a practical from 12 to 10...
6) Once I have the ability to produce units I begin cookinng practicals. One of each capital ship, 2 of each escort type. Then one of each air unit. I'll make one armor unit. I'll do a few rounds like this, then start putting in key air and sea units in small groups (say 5 or so).
