I have been making a Cold War mod for HoI3 and am trying to alter Africa for events like the Congo Crisis and Rhodesian Bush War, but the province shapes and sizes are awkward to work with. Is there any way to create new provinces and/or change the shapes of existing ones?

There is, but if you register your game you get access to the User Modifications section of this board where you'll find more information about how to work it. You'll also find such helpful tools like the "HoI3 Position Editor" which should be immensely helpful for what you're looking to do.
I have the position editor, but I don't know ho w to go about creating a new province. Do you know of any tutorials on he subject? I've only found a province creation video for HoI4.
Again, if you register your copy of HoI3, you'll gain access to the User Modification boards which (I believe) have a bunch of resources you'll need to create provinces.
Just to be clear, registering your game to this forum doesn't add any copy protection to your computer system.
