You have to have Photoshop to use the template. If you use the template, directions are included with the template.

Can someone create a tutorial for this, I don't quite get it. Please.

The instructions don't help at all:

1. Replace the Japanese test flag with a new country flag

How does one change the flag, if he doesn't know the dimensions required to do so?
I had to pixel hunt to find out what's the hight and lenght of the flag.

5. Fill the backgroundlayer with a colour you think is suitable
and change the toplayers colour too.

How does one fill the background and top_layer colors? Paint Bucket Tool?
