HOI2 Germany Nat.Unrest/Discontent

Playing HOI2 again since a longer disruption as Germany in normal difficulty i notice Increases of discontent by 3% much more often than i remember from playing in former times. I have to spend lots of IK to reduce the discontent of 10% - 15% and think those increases come as soon as i reach a value below 10%. Those events which reduce the discontent as taking the Rhineland or the Berlin Olympics did not fire.
Are there any hints on WHAT is triggering the GROSSE KRIEGSDEMONSTRATION event (big war demonstration) with increase of discontent by 3% and on HOW i could reudce the frequency?
How many iks reduce the discontent how fast?

you might consider occupying the Rhineland* (as the event "suggests", IIRC)

* Cologne province
