Trial and error is learning that a specific sort of strategy does not work, or that a mechanic has limitations. Trial and error is not being unable to understand such a mechanic because of a lack of tutorial and/or VERY good tooltips

A tutorial should also be interactive. I don't want to watch half an hour of video in game before I can play myself.
Best would be a mini-scenario where I get to learn how to play the game, not just where to click to get to a menu.
I for example despised the CK2 tutorial.
It just said: "click here to get to the intrigue screen"
It should have said: "here is the intrigue screen. Lets use it to murder your dead-beat brothers spoiled children so you become king"

Give me tipps how to conquer the world!!!

Maybe total war style tutorial would be a good idea? One for every major, a voice explaining your nations role in the world, future possible ambitions and what needs doing right away to start reaching that goal. "The Austrians are currently weak, with a strong army you could convince them to join our empire" then explain how to put weapons on production and raising divisions.

Tw tutorials are good, because they teach you what you really need to play the game: the controls and interface. Pds games do that very same (although in a more boring way) but they cant really teach you to play simply and plainly because pds games are too complex to be learned in a tutorial. Learning the controls is just a small part of learning to play, while in tw games learning the controls is more than half of it. After that is just practice. Although i agree pds tutorials could be more informative, giving a few tips for your first games.

I've played most of paradox games (CK, Victoria, EU, HOI) and still the first thing I'm gonna do after lunching HOI 4 is play all possible tutorials even after reading all DD and tons of side info. Because I want to understand why I'm wining/loosing instead of just wining/loosing.

So I really hope HOI 4 will have simple and easy to understand tutorials.

Only way you can have a build a good tutorial in a sandbox game is to have a seperate scenario, scripted to hell and back.

............rather have the man hours spent working on balancng/debugging the game.

I disagree. Not only do I think that the game would have the same quality as it would if it was released without a tutorial, I also think that Paradox will balance/debug the game after it is released (as they are wont to do).

Did you read my post? Not denying it will not be the same quality at release, nor PDX not debuging the game after release.

Simply saying a good, walkthrough, step by step on all the features of the game, would need a heavily scripted scenario in order for people to go through. I think it will take away presious time needed to finish the game. Thus extending whatever date they are trying to hit.

Someone above suggested video turtorial to watch or a good wiki. I am on board with that. Just nothing that involves taking man/women hours away from completing the game.

A tutorial does not need to be a heavily scripted scenario, although that choice belongs to Paradox. I'm just saying that a tutorial will likely not impact the game's development in any meaningful way.

I guess development is secondary......... No games are release when they are ready (accordering to JOHAN :)). More man hours building a turtorial = less man hours finishing the game.
