Description
I was playing as Germany, tried to return kaiser and holland doesn't want to do this, so after fighting with them I recive event "Wilhelm II Freed".
As you can see on the picture after chosing "None shall stop us." Wilhelm III is back.

Bug in WTT_Germany.txt in line 316: GER_wilhelm_iii should be GER_wilhelm_ii

Steps to Reproduce
Play germany, overthrow nazi, go for kaiser, holland doesn't want to kaiser back, fight them, win fight

This is a pretty frustrating bug tbh, it makes it impossible to get the achievement for assassinating mussolini. You free Wilhem II. and you get Wilhelm III. anyway.
