It seems like that it's an issue that you can't deliver resources through your allies territory in order to reach the coast so that it can be delivered to your core provinces and be used for production.
It's hard to tell if this is intentional but it feels like a flaw in the game.
It would be understandable if your neighbours were your enemies that were blocking your resources from getting delivered, but it makes little sense for your allies to do that.
In my save file and screenshot, see the territory of Alsace. It has 170 steel of which I have access to 0. It says "delivery blocked" in the tool tip. Neighbouring me in the west is Nationalist Spain, whom I'm in a faction with and we like each other a lot. Germany on eastern side, while we don't share a faction, we have fought on the same side before my war ended (after which I claimed Alsace) and we also like each other a lot. I hold coastal territory in the north of France, and in parts of Belgium and the Netherlands. While Alsace does not directly connect to any of those territories, I would have assumed that I could transport my resources through the territory of my two friendly neighbours.
Steps to Reproduce
1. Win a war with enough points to take territory
2. Take non-core territory that is not connected to the coast and does not border any of your other territory. The territory must also have resources e.g. steel.
3. Have nearby territory on the same land mass (but not bordered as per point 2 above) that is connected to the coast or to core provinces.
4. Be allied to your neighbours that have territories in between your territories from points 2 and 3. Try also with neutral neighbours.
5. Note that your resources in the territory from point 2 are now blocked from delivering to your core territory and can't be used for production.
6. You might need to let the game run for an in-game month for point 5 to take effect.
