Description
Once the USA takes the focus "Honor the Confederacy", a series of decisions become available, many of which depend on the US' cosmetic tag. However, the scripted effect "USA_calc_stars" doesn't take the CSA cosmetics into account. If any of the adding state (Alaska, Hawaii, Puerto Rico) decisions are completed after completing the Montgomery convention day decision, the US permanently loses its CSA cosmetic tag and cannot turn fascist.
Steps to Reproduce
1. Complete the "Honor the Confederacy" focus
2. Take the Montgomery Convention Day decision, and don't take any other "Honor the Confederacy" decisions
3. Completely finish any decision to add a state to the union
4. Note that the other "Honor the Confederacy" decisions are now permanently locked out
