[v1.12.3.f3bb][6b16] EXCEPTION_ACCESS_VIOLATION when selecting state in peace conference

Description
In attached save, Germany will capitulate Denmark at the end of the day, and after 24 hours a peace deal will commence. Selecting any state owned by Denmark in the peace conference will crash the game, and the exception log shows an access violation.
Note that the "Formable Nations" mod was installed, but the crash still occurs without it enabled (nor any formable nation from the mod currently in the game).
Steps to Reproduce
1. Load attached save
2. Wait until peace conference fires
3. Select any state on the map, or click on the dropdown.
