Description
This bug concerns the interaction between the decisions you can take after you finish the "clamp down on Danzig" focus and the focus "assemble the regency council". The way "unification propaganda" works is that you gain 0.7 daily compliance in Danzig. You start with 30 compliance but over 70 days it moves up to 70+. You can see this in the first screenshot.
However, if you complete the focus "assemble the regency council" before completing the focus "ban the nazi party", your country name changes to "Kingdom of Poland" and the compliance in Danzig sets below 30. The mission compliance keeps ticking but you lose all your progress. You can see this in the second screenshot.
Steps to Reproduce
1. Start as Poland, delete all your units. Deleting some units is necessary to garrison Danzig in 1936 - it does not cause the bug. I am trying to make it easier to see the bug, otherwise you would struggle to raise compliance in Danzig from the start of the game.
2. Take "clamp down on Danzig".
3. When the focus completes, take the "unification propaganda" decision. After you take this decision, you should see compliance start to rise in Danzig.
4. Take "assemble the regency council" as your next focus.
5. When the focus completes, your compliance in Danzig will be set below 30.
