Description
The ribbon for controlling 1000 rubber while having Closed Economy is not unlocking for me. As you can see from the pictures I own several thousand rubber units while having Closed Economy.
It's an Ironman game and the only mods I use are two cosmetic mods: "FPS map" and "Non-aligned flag for Russia". These have not prevented me from unlocking other awards or medals.
