using spies to steal technology that gives out recon company at the start like trucks and armoured cars. It doesn't give you the recon company after getting the techs from the operations.

Steps to Reproduce
play as a country that got no trucks or armoured cars
build agency
use spies on countries with trucks and armoured cars
infiltrate army
steal blueprints
repeat until get trucks or armoured cars
check template designer
no recon company

But you first need to have support recon company technology.
Tanks, trucks nor armored cars won't give you recon company if you dont have recon supp technology.
