upgrading from from tank to tankdestroyer (between types doesnt work)

Description
Issue: same chassis cannot be upgraded from tank to tank destroyer, only to new iterations of the same type (obsolete tank version A to current version B or obsolete tank destroyer version A to current version B; not from obsolete tank version A to current tank destroyer version B)
Before NSB, you could update previous iteration of tanks to next gen tank destroyers. This perhaps should not be doable now. However tanks of the same chassis ( for example light basic) should be upgradable to a fixed turret to make tank destroyers or artillery . Unless the philosophy changed this should be doable.
