Description
Fighting the Spanish Civil War. As Republican Spain that still controls a land border with France and naval superiority in the Mediterranean I cannot trade with anyone. I also noticed that Gibraltar has been closed off to me, which I'm not sure if that's intentional or not. Regardless of Gibraltar though, I should be able to trade over land or anyone within the Mediterranean at least.

Steps to Reproduce
Load the save, look at trade screen.

Hi, I load the save and see your issue. but after running for a day, the issue disappears and I can trade again - is this the case for you also?
