Unable to trade as Reich in 1939 with anyone for any resource, including faction members. Toolbar says able to trade for 0 units, though i have large spares of civilian factories. Convoys are definitely available. Possible reason may be that I declared on Netherlands before Poland, after doing around Maginot.
Steps to Reproduce
Play as Germany and take national focuses Rhineland, four year plan, Autarky and the civilian factory ones, Molotov Ribbentrop, everything up to army innovations 2, everything from Anschluss to fate of Czechoslovakia, naval effort, and around Maginot. Declare war on Netherlands before Poland and take European Netherlands, puppet east indies, release the rest. Declare on Poland and then Belgium.
