Turkish investment decisions don't work

Description
"Discuss Investment Possibilities with [country]" decisions unlocked with "Utilize Foreign Capital" Focus don't work. I've seen it from the perspective of foreign power, where event about Turkish proposal does pop-up but even when agreed, the decision to invest simply doesn't appear. I don't have any mod that could possibly interact with this, right now I have just Player Led Conference active.

Steps to Reproduce
Simply complete said focus as Turkey and it will become apparent that there is no response from power you send proposal to no matter how good relationship you have with it or switch to foreign powers and you will see there is event, but no decision to invest even if you say yes.
