Description
One Turkish (Ottoman) General is not gaining trait XP no matter what kind of troops he is leading. He does gain normal XP to level up but nothing towards traits. You can see in the screenshot that despite leading an army full of infantry he has gained no trait XP even though he gains normal XP. This seems limited to Fakhri Pasha.

I had a similar issue. In my case, the general was Plastiras of the Greek Venizelists. I did some testing/playing around and here are a few things I noticed related to this that could help the Paradox people fix the issue:
1. As the OP says, the general gains XP and levels up, but not XP towards traits.
2. The same general gained trait XP when promoted to a field marshall.
3. I originally thought the issue was related to army structure (i.e. generals in command of Army 1 not gaining traits), but all Venizelist generals had the same issue and all non-Venizelist generals had no issues, regardless of which army they were commanding.
4. All Venizelist generals could gain trait XP as field marshalls, either when commanding an army group or an army.

Conclusion: This bug probably relates to BftB generals who are "called back" into service. This potentially also affects generals of other factions (e.g. Communists). The issues could either relate to the loyalty trait or (more likely, in my opinion) to the way generals are imported from the BftB DLC.

Final Note: The Venizelist generals did not have that issue before Barbarossa, but they did have the problem in the same version of the game without the DLC.

Hopefully this will bump up so that it gains visibility, but having the same problem on latest non beta build as well, however this issue is not just with BftB countries. My issue was when playing as Hasburg Poland and making making your country leader a general by focus. He too would gain Level Xp but not traits xp.


Edit, Just tried the beta patch and issue seems to be resovled
