I dont know if this is intended, but as title says, once inviting trotsky in the mexican goverment he can be selected as chief of army but retains the bonuses and properties from pre-step back update and does not provides any army xp gain or requires command power to assign.
Steps to Reproduce
Invite Trotsky in Mexican government when the respective event happens as Mexico
