Hey! If it's a manual order make by you, aka, you clicking on go to port B from port A then the troops will ignore it the blocked area if there isn't any other way to port B. But from what you are describing there's another way from convoys to port B? Could you upload a save/screenshot of this so I can try out your exact example?
