Description
After the victory in the civil war against Stalin (as Bukharin), the Soviet Union loses its leadership in the Comintern and cannot establish a new alliance. There is no national spirit that would allow this to happen and at the same time cannot join any existing alliance.
Steps to Reproduce
Play as USSR. Follow Bukharin's path until civil war breaks out. Win the civil war with Stalin (who is the leader of the Comintern) see how the Comintern are Tanu Tuva and Mongolia and you remain forever outside of your faction and cannot even join or create any.
