Description
As Mexico, I fought a huge war in the USSR. And I puppeted them in Vladivostok. I had Trotsky in power, so that's not the issue. After the peace conference was over, nothing popped. so I returned all occupied territory... instead of giving my occupied land to my USSR puppet, it released it as a free nation. The screenshot shows my puppet and the free USSR after I tried to return the land to them, and it got freed.

Steps to Reproduce
1. put Trotsky in power as Mexico
2. fight the USSR
3. win
4. in the new peace mechanics puppet, the USSR in Vladivostok
5. take all the other land for yourself because the new mechanics do not allow you to feed a puppet land.
6. return the land
7. rage quit because the land did not go to your puppet it was freed

That's a dynamic tag issue.

I don't think it would be hard to fix, just have it so it's puppet the Soviets or have a dynamic tag that stems from them.
