The city of Chernivtsi is currently party of Ukraine, back in 1936 - 1940 was part of Romania. Yet the game uses its Ukrainian name "Chernivisti". It's Romanian name was/is Cernăuți.

Other Hearts of Iron 4 cities use names given by the country they are part of in 1936, as opposed to the names given by the country the would eventually become part of post World War II.
Including cities that would eventually become part of Ukraine. Lviv (Ukrainian name) is called Lwow (Polish name) in the game, Mukachevo (Ukrainian name) is called Mukačevo (Slovak name) and Akkerman (Ukrainian name) is called Cetatea Albă (Romanian name).
