Description
I was attempting to get this achievement. I was playing an iron man game on regular with no custom difficulty.
I chose germany. I then opposed hitler and turned monarchist. I completed the focus our place in the sun. I then conquered the netherlands and annexed curacao. The achievement did not trigger.

Steps to Reproduce
1.Start an Ironman regular non-custom difficulty game as germany
2. Oppose hitler and turn monarchist
3. Complete the Focus Our Other Place in the sun
4. Conquer the netherlands
5. In the peace deal annex curacao, therefore owning a carribean island
6. Do not get the achievement

I am 95% sure curacao counts as "South America" Let me check.

AI AREA ID 4 (South America)
or (Northern South America)

Not Caribbean

This should not be considered resolved: https://en.wikipedia.org/wiki/Curaçao

The game might not treat Curacao as part of the Caribbean, but an unspoiled player has no reason to expect that a Caribbean island isn't part of the Caribbean.

It is possible to meet the stated requirements of this achievement and not receive it (strictly speaking, the OP earned this achievement). From the descriptions:

"As Imperial Germany, conquer a Caribbean island."

And/or:

"
Has completed focus Our Place in the Sun

Conquered an island in the Caribbean
"

Like every other time this happens in HOI 4, it's a scenario where the UI and game state don't match. Unless one wants to make a serious case that Curacao is not a Caribbean island, the reported outcome is objectively a bug. The only alternative is that the explicit intention is for the game to lie to the player, which is not a reasonable interpretation.

This has happened with "nobody expects the Spanish inquisition", "never another Galiipoli", "Balkan powder keg", and "Sunrise invasion" also, and that's not an all-inclusive list. Sometimes, this UI bug forces a complete restart of the run for the achievement OR a play length longer than could be done by restarting. It's a non-trivial impact to numerous players across numerous bugs in the achievement descriptions (which is why I emphasize to this extent, it's a years-long recurring issue) and it is not reasonable to mark this as resolved.

He earned the achievement and didn't receive it. That's a bug.

Curaçao is a Carribean island, I think that's undisputed. Strategic regions do not necessarily match geographic areas. But the game

1. only accepts a state in the in-game strategic region "Carribean Sea" for the achievement
2. the default tooltip for CStrategicRegionTrigger does not work, necessitating a custom tooltip
3. the custom tooltip makes no mention of the strategic region
4. Curaçao is not assigned to that strategic region

At least one of the four points is a bug.
